E-Commerce Logistics Woes

Howdy, folks.
I’m searching for a solution to this problem and hope someone here can make a suggestion for a plugin to solve this challenge.
I run the US satellite office of an EU parent company. We sell to both end users at MSRP and to Authorized Dealers via a wholesale program using WooCommerce Dynamic Pricing & Discounts applied to a ‘Dealer’ role permissions set in WP.
– Sales to US and Canadian customers are via a .us domain (hosted here)
– Sales to EU are via the parent company’s .com domain (hosted separately)
– Our end user orders for North America are shipped from the US
– Our end user orders for EU are fulfilled from Switzerland
– Our dealer orders for all regions ship from GermanyHere’s the problem I’m having.
We sometimes face conditions of limited inventory for end user sales here in the US (due to delays for shipping/customs, etc), however there is always ample stock at the warehouse in Switzerland to support a retail (MSRP) sale via the parent website.
So, we need to find a way to accommodate end user orders here in the US when we’re out of stock on certain items by either:
1) Redirecting the order for those items not available here to our parent .COM site so that the order can be billed and shipped from Switzerland via their system.

2) Hides items not available dynamically for end users without affecting visibility of items for the dealer ordering portal where resellers should always see all items in our catalog.Hopefully someone here can make some recommendations on a remedy for this.
