Upload Size Limit affects all image uploads, not just avatar

    The setting for “Upload Size Limit” for contributors and authors affects all their image uploads (into posts, etc), not just their avatar. This should be fixed.

    I like the idea of being able to limit the size of their avatar, but they need to be able to upload larger images into their posts.
