Create inactive site

Our current site is not what we want>
Is there a way to create/build a new site while keeping the current one active?
I would like to be able to have others have access to the “new” inactive site for approval before making it live and removing the existing site.
I am not a programmer/coder/designer and we have had mostly bad experiences with those that claimed they were.
I need to be ale to recreate our entire site and hopefully eliminate all of the issues the current site has.
