Template tab not displaying

I’m interested in adjusting the default template, specifically to change the field display order to show phone and email before bio. I can see how to do this in the plugin instructions, but there is no “Template” tab available. The tabs I see under Staff Members are: All Staff Members, Add New, Order, Options, Export.
