can not customize changeset_post_id_() on null line 29

  • WP 4.81. Yes I am using everything free.

    No matter what theme I install, when I click customize I receive the error …
    changeset_post_id_() on null line 29 in wp-admin customize.php.

    I’ve spent a week trying to find out why so I am here to ask.
