Can’t change passwords through admin panel

I’m trying to change my passwords and WordPress isn’t accepting the change. I click on Users and then each user individually, change the password and click Update Profile, then log out, clear the cookies, open a new browser and try to logon with the new password and it tells me the password is incorrect. I can still logon with the old password, however.

Any ideas? I’m still fighting the stupid sattan.org hack, have had help deleting the hacker text and phantom users, and will be upgrading my site to 2.7 tonight, but wanted to go ahead and change the passwords now.
