Dashboard Updates page is missing

  • Dashboard Updates page is missing.
    The one where you click on the update to install it.
    I have deactivated all of the plug-ins and reactivated them one at a time.
    I have manually updated from version 4.7.3 to 4.8.
    I have cleared the cache
    I have the site running with the Twenty Sixteen theme.
    Still the problem exists.
    I am not a computer programer or coder; so this is getting frustrating.
    Also now the Google Analytics Summary is NOT working on the dashboard. The owner of the company likes to be able to check that twice a week and I have no clue how to fix it.
    After updating to 4.8 I deleted the plug in and reinstalled it and that did not resolve the issue either.
