Main nav menu is having issues

We have the theme in production using WordPress 4.6 and in development using the latest, both installations have odd issues with the navigation menu. At times the menu doesn’t resize correctly and can go off the right side of the screen, the submenus get stuck open after you hover on another menu item and on mobile as you scroll toward the top and bottom, the menu seems to be causing the page to refresh. I am child theming the site in development and wanted to touch base with the developers on fixing this first, before scrapping it and rebuilding it with a bootstrap menu.
Can you please give me advice on how these menu issues can be resolved. Thanks.
