H1 and h2

Twenty twelve is probably the world’s best theme. But why does not it have h1 and h2 as twenty ten? H1 heading start and h2 page and posts on start. And then h2 on heeding singel page and singel posts and h1 on heading on singel post and singel page?
Unless wordpress changes to this: How can I change it?
