Ampersand in enclosure url

One of the feeds we’re using has an & in the enclosure URL, and CyberSyn isn’t able to parse it.

Here’s an example of one enclosure tag:

<enclosure url=”https://missouristatebears.com/common/controls/image_handler.aspx?thumb_prefix=rp_primary&image_path=/images/2017/6/16/17Thompson02.jpg&#8221; length=”1″ type=”image/jpg”/>

Does the ampersand need to be encoded somehow? Or can CyberSyn be set to allow the & in the enclosure url attribute?
