Settings/Options tab is not available

Hello,
I have taken over a redesign project with flexible shipping for woocommerce already installed and configured. I need to change some of the settings and configuration, but there is no “flexible shipping” link available to select when I go to woocommerce – shipping options. Any help or direction would be appreciated. Thanks so much for your time.
