It’s supposed to allow it, yes. We don’t have any other reports of this specifically, but we’ll certainly look into it right away.

Do you have logging enabled in the plugin? It would help to get a look at the log file that includes the refund attempt.

We have been unable to reproduce any problems refunding PayPal Pro transactions from WooCommerce. If you are still having troubles with this please submit a ticket here so we can work with you directly on this.
