Woocommerce character problem

Hi,
On the website I have no problem with special characters. The pages’ and blogs’ layout and characters are OK.
I have a problem with woocommerce – setting – checkout and other admin pages.
If I write some words at e.g. descreption and/or instruction and save the changes I would be able see the following characters: ??, ?? etc. instead of ü and ?.
On my server’s settings are the following:
