Receiving blank ‘Order Receipts’ and ‘New Customer Order’ emails

Every time someone requests a quote they receive a quote request confirmation email as expected but they also receive an order receipt email that displays no products for a subtotal of $0.00… The admin also receives a new quote request email AND an empty new customer order email.
