I followed the step it didn’t work. Even I tried to add the following filter but it was no use as well.

add_filter(‘gettext’, ‘translate_reply’);
add_filter(‘ngettext’, ‘translate_reply’);
function translate_reply($translated) {
$translated = str_ireplace(‘Shipping’, ‘indonesian string’, $translated);
return $translated;
}

Maybe it’s a string in your theme? All strings are localised. If there was a problem, no languages would translate it and they do.
