How To Migrate WP Site WITHOUT Posts?

    I have a very large site 10GB+ in size due to posts and images.

    The site has had some theme and plugin customization.

    I want to create a similar site with all the theme and plugin customizations, but it will be a new site so I don’t need all the GBs of posts and images.

    Most migration plugins see to be focussed on archiving everything – is there a plugin or a method for moving everything EXCEPT the posts?

    Although I would like to KEEP pages, where possible.
