When uploaded I am sent to a fresh install?

When I have uploaded everything at Binero I am sent to a fresh install. All the files are there and the database is full with content. Yet I can not access the site.

Normally this works fine on my own sever but at Binero it will not work. What is wrong? Is it at Binero or something that I have missed. I have put up thousands of sites with no problem.
