Populate sidebar list from text or csv file?

    Is it possible to populate an ordered list in a sidebar from a text or csv file? Specifically, I’d like to create a top 10 list of players and reflect their standings that would change weekly by their points position by re-ordering & uploading a text file instead of recoding my site every week. It’d be nice to have upto 3 columns of data per line; Player name, current points and position change (+ or -). Any known plugins or widgets? Coding suggestions?
