language option in settings in not visible

    I worked with this plugin before on my previous site.
    And i love it. But now i installed the plugin included the plugins for woo commerce but in the backend under settings there is no option for language.

    if i go to /wp-admin/options-general.php?page=qtranslate-x it says:

    Forbidden
    You don’t have permission to access

    what can i do now?
