Custom WP Comment Error Page

How can I customize the WP Comment Error Page?

I’d like to keep it mainstreamed with the rest of my site’s design (similar header, etc..)

I’ve located the install.css and wp-comment-post.php files, but that’s about it. I tried using php includes to place my header in there, but no luck.

ideas?
