Do not allow anonymous comments by registered users

Where can I find the option to not let anonymous users comment under the username of somebody who is already registered (like the admin) ? So if there’s a user called John, only that person can comment as ‘John’ (when he is logged in of course).

I thought I have seen this option somewhere, but I can’t find it anymore…
