“Skip to Navigation Skip to Content” shows up on WooCommerce pages sometimes

One or more of my product pages on my WooCommerce store will intermittently display weird stuff at the top of the page. It has “Skip to Navigation Skip to Content” horizontally in a dark font color at the very top left of the page. Also below my logo, it shows a text version of the menu TWICE vertically. It does this on multiple Windows and iOS browsers. It persists after clearing caches and Ctrl-F5 refreshes. And then, sometime later, POOF, it’s gone only to return again sometime later on that page or another one. I don’t seem to be able to replicate the problem at will, but rarely does a day go by that I don’t see it happen and last for several minutes to multiple hours.

This WooCommerce store is installed in a folder of my static HTML website and I will change the static site menu link to the store once I get the bugs worked out. I have tried disabling all unnecessary plugins without success. WP and plugins have been updated, but this was happening before the recent updates. Any ideas of what kind of conflict might cause this to come and go?
