Problem with Validate URL

I see in log:

Info: IP address (83.220.171.141) was found to be valid.
Info: The target URL was not found on the source website, therefore the trackback is considered to be spam.
Action: Trackback discarded.

To: https://www.wordpressplugins.ru/template_tags/the_author_link.html

Why? Page “Link from” contains url “To”.
Why trackback was discarded?
