Question on WordPress Multisite

Hello,

I have a multisite setup of wordpress, is that possible that administrator of subsite can change their subsite url, as super admin can edit the subsite address from /wp-admin/network/sites.php but do we have any option for subsite owners to change their own susite url or is there any plugin which does same ? Any suggestions plz how we can achieve that ?
