Looking for a designer/developer

Hello,
I am looking for a great designer, who knows WordPress really well.

This is going to be an online magazine, later also in print. So I need a designer who has designed real magazines in the past.
I have modified a theme up to this point, but need help with the rest.
Can I find a designer on this site? How do I find one who will help me with not just coding, design, but also knows what is needed for a professional magazine – copyrights, privacy policy, contacts, site map, etc.
I’m looking for a designer who will take care of this project with finest details. It’s my baby project with a future.

Are there any portfolio websites that I can search for a designer, who will bid on the project, and show me their portfolio?
