Cannot Access Plugin Library. Error: Dismissible Notices Handler Error

I’m getting the error: “Dismissible Notices Handler Error: The library can not be used because your version of PHP is too old. You need version 5.5 at least.”

I already deleted the plugin that I downloaded that needed php 5.5 from the file manager in my cpanel. However, I still can’t access the plugins installer. When I click “add new” under the plugins tab, it loads a screen with that error code. I can access the dashboard, all plugins, edit plugins, and the rest of my site. The only thing I can’t access is the “add new” under the plugins tab.
