Localhost install of second copy – no wp_users entry!

Hi,
I have just joined your support group, because I have spent lots of time to resolve an issue.

Basically I have an issue where I am using duplicator to export to Live website and I keep getting “Error 500” on the hosting server. The host support team are looking at this.
However I thought I would test the install/archive files locally on my localhost (using WAMPServer 3.0.4), to see and check if anything wrong with install files. I go through the correct motions and the files install correctly but then instead of going into saving of permalinks the installer puts up the WP login dialog. I checked the test database and see that I do not have wp_users entry as I have on the working version on localhost and live server. Why is this please?
