Working with WordPress in IIS – Permalink Issues

So for the first time, I’m trying to set up WordPress on a server running Windows/IIS. Good news is, I’ve got it at least working. But the permalinks issue is driving me crazy.
Before anybody asks, yes, I have been working through the options described in Using Permalinks. I tried this ISAPI filter, but either the filter didn’t load on the website I needed it to or WordPress would just tell me the page I was trying to access didn’t exist, even when I switched permalink structures in the Admin area. This solution looks promising, but I think I first need to get past the issue I describe below.
For some reason, my WordPress install seem to be “stuck” in ?p=Number mode. When I switch permalinks structures to a PATHINFO structure, or to anything else, WordPress tells me that the pages simply don’t exist, period end. This is frustrating because most solutions out there seem to at least require me to be on a PATHINFO structure before I can do anything further. Has anyone else run into this problem? Does anyone else have some suggestions?
(I’m using IIS 6.0, by the way.)
