Pro version allows to achieve this:
Restrict user access to orders by their author ID:
https://www.role-editor.com/allow-user-edit-selected-posts/
By default order are restricted by the related products owner ID. If you wish to restrict directly by order author ID you should set the custom filter ‘ure_edit_posts_access_add_orders_by_product_owner’ to return ‘false’.
