Over $100 free shipping not working

    I have set up free shipping when subtotal is over $100 but it’s not working.

    Rules set are:
    Small – Standard delivery within Australia (6-10 business days) AU [0 – 500] [100 – ∞) 8.5

    Medium – Standard delivery within Australia (6-10 business days) AU [501 – 3000] [100 – ∞) 13.11

    Current items in cart subtotal $176, so the Standard shipping should be free, however it shows:
    Subtotal $176.00
    Shipping

    Express Australia (2-3 business days): $14.87
    Standard Australia (6-10 business days): $13.11
    Calculate Shipping

    Total $176.00

    Any ideas?
