Restoring WordPress from Backup

Hello all!
I hope someone can help me restore my site. I lost all my files due to an issue with the host (long story but basically stay away from A Small Orange). I had no access to my files or CPanel. The only thing I have is a BackWPup wordpress zip file which included most of my files and folders (except wp-includes for some reason) and the .sql file.
We moved to a new host and then I did a clean install of WP from the new database. I followed various instructions to import my SQL file into the new database and reuploaded my old files but I still got errors such as this one:
Fatal error: Call to undefined function apply_filters() in /home/[user]/public_html/wp-includes/load.php on line 317
I am not sure what I else I am missing except the backup of my original wp-includes folder. Could these be a reason the install didn’t take?
Alternatively if BackWPUP’s SQL file is the issue, I have All in One plugin make an SQL backup that may work (though it gave an error when I imported it in the new database).
All I want is for my posts to be restored. as I have 10+ years of files on there and they should be in the SQL file. I only need to get those restored and I’ll be fine with reading plugins or themes.
Can anyone provide feedback on what I can do to restore the backup with the files that I have? I am prepared to make a new SQL table and restore everything else.
