Unable to select shipping country when creating order manually

When I try to manually create an order, the country drop down list under Shipping Address does not work. It works under Billing Address. I don’t see any ajax requests happening. I suspect perhaps there is a problem with having two country selectors on one page?

I have a fresh WordPress 4.6.1 with the latest WooCommerce as the only plugin.

I am using the default theme from WordPress.
