Theme Needs Tags (?)

I am trying to upload the Modicus Theme, but have gotten this message: The stylesheet has no tags. Add a Tags: line to your style.css file and upload the zip file again. I’m not super familiar with CSS (taking tutorials but not quite there yet). Does this mean HTML Tags, or are there distinctive tags for CSS? Any help would be great!
