Account Management|New Password|Generate Simple Password not working?

I tried to reset a users password to something very simple, while they were sitting with me in my office. I changed it to “letmein” and then checked “Confirm use of weak password.”, then clicked “update user”.
The user, sitting right next to me, attempted to login in with the new password on her laptop and it failed. I attempted to login with her new credentials on my computer as well, and it failed. I then logged back in as the administrator again, I opened her account, generated a new password, using the default version, then both of us could login using those credentials.
Is this a bug?
