Shipping method invalid

After follow the instruction, the shipping method is still invalid. I hope there is customer service for basic account. Even though we know there is customer service for premium account as it is paid. But we need to try basic first before we move to premium.
Customer service quite poor no one wants to guide me, just send me link and follow that even though I am confused with the instruction.
