this is a statement from the developer of the plugin:

Yes, it is right, that the plugin opens the conversion popup with the status and it is also right, that this is a external service. The service is provides by PDF24. They convert thousands of documents each day.

The thing is that the external service does the real hard things to convert your WordPress articles to PDF. There is a rendering engine behind which can convert the HTML in your articles and pages.

We can not do that with plain PHP inside
Wordpress itself. There is no good library available which can do that. If we would do that then you would have a lot of quality issues and other problems you do not would like to have.

We try to convert your articles as best as possible and we can do that only with special software which can not run in WordPress.

The plugin has two modes. The first is “Convert and send by E-Mail” and the other is “Convert and Download”. If you do not like the E-mail version, then simply use a not email form. You can configure all that within the settings area of the plugin.
