Can’t disable comment moderation

One of my blogs has sensitive info, so I use Members Only and users cannot register themselves. Since I have to setup every user account myself I trust all users and do not need to moderate their comments. All three options under ‘Before comment appears’ are unchecked (as is the ‘Users must be registered and logged in to comment’ option, but that should be negligible since you must be logged in to even read the blog) yet all subscriber comments queue for moderation. I can find no other option that could cause this. Other threads discuss this problem’s existence, but none offer solutions. Any ideas? Thanks.
