Woocommerce Plugin for Mail Order Business

We are a mail order business with a new woocommerce website. Our inhouse system is not currently tied to the website, but we want to move in that direction. I have been unable to find a plugin (or plugins) that do things like:
* allow us to ship partial orders and create two or more invoices per customer order
* set product low levels to -1 so that we can purchase items on backorder
* create purchase orders based on those backorders

I see a wide variety of business reporting plugins that we can cobble together, but I’d love to find one solution that supports a mail order business. To get picky, I’d like to purchase outright and not get tied to a monthly payment. To get really picky, I’d prefer something not cloud based. This must exist already. Our business is fairly standard. I’d really appreciate any advice that anyone has to offer.
