Two type Shipping quote

Hi

I would like to purchase the plugin flexible-shipping woocommcer.

I have follow requirement

1) if cart total less then $1500 then shipping quote will be in fixed price ( $150 or etc)

2) If Cart total more than $1500 then shipping quote will be in % of cart total . ( for example cart total $1700 then we can set 10% on cart total . so is it done ? )

please reply so I can purchase it.
