Where to upload an html file in wordpress (NOT Google verification)

I am trying to upload an HTML file from Flex Offers to verify my site identity. Does anyone know where I actually upload this?

This is NOT for the Google verification. All of the answers for that question is to download a plugin. I need to actually upload the file.
