wp-admin CSS not loading after update 4.5.3

Nope. Been there done that.
Manually re-install, deactivating/resetting both themes and plugins, and all the above mentioned actions. Still no admin css.
So far: the only thing that works is to install an older WP version.

Found solution HERE and everyting works just fine!
Adding define( 'CONCATENATE_SCRIPTS', false ); to wp-config.php
