    It needs privs on the wp-content/ewww/ folder

    There are no PHP files in this folder, so something like AddHandler php56-cgi .php will not work ??

    Adding this in /wp-content/plugins/ewww-image-optimizer/.htaccess does not work either

    Certainly won’t, those are binary files. The only way I can think of is to allow exec() for the root of your WP install, and even that would surprise me. I’ve yet to see a server where you could override exec() being disabled if it was disabled at the server level.
