    I get a rate for “Blue Trim Bib” but not one of your other products.

    I wonder if its the format of some of your rules. Use full decimals, and remove that pointless part above.

    found an old bit of code in my functions file that previously hid shipping when free shipping was available was hidding my shipping costs! Few!
