Subscriber like collaborator: is a bug?

Hi!
my subscriber can add post (but pending in revision), download in download plugin, quote in quote plugin etc…
then, after some test, is perfectly equal to collaborator permission.

i’ve try to disable all plugin (i’ve bbpress and buddypress + some other plugin), but problem persist.

how i can fix this? :/
some db query or a plugin for define role?
