Not working on new WP install

I’ve successfully used WP Maintenance Mode on every website I build. However it won’t work on this site: https://unomastaqueria.com –– despite using the same settings I always do on every site, where I go to the “design” tab and upload a quick temporary JPEG landing page. Is the issue because I have not selected a theme and/or home page on this site yet, I just did the WP install and then immediately tried to activate WP Maintenance mode?
