Is the "generate tag" button still available in latest version?

I am running the latest version of Contact Form 7 and WordPress. I have disabled all of my plugins and have changed my theme to the default Twenty Sixteen. I have deleted and reinstalled the Contact Form 7 plugin. I still do not have the “generate tag” button. Is it still part of version 4.4.2? If so, how do I fix this? Thank you!
