I am afraid I dont understand your request.

For example, here (actually through the whole site) https://valletro.com/product/repellent-sos-soothing/ I have turned off the comments, and the “related products” tab is up , right under the description. It should be down, before the footer.

Sounds like css conflict.

Use this css rule

.related.products { clear: both; }

or

h1,h2,h3,h4,h5,h6{clear:both;}
Let me know did that work.
