Comments box above comments

I know this is a bit cheeky but i have been playing around for a while and i can’t get the comments box to appear above the comments, this is my Comments.php

It is an old theme I use (but appears ok) and there is no support, i would like to update to a new theme but am concerned over the work involved.

If anyone could help it would be greatly appreciated.
