Jetpack can not connect to wordpress.com register_http_request_failed

I attempted to file a ticket with support. Received no confirmation email so seems to have failed. Putting same info here instead.

Jet pack can no longer connect to wordpess.com. This appears to have begun around the time wordpress updated to 4.5.

The error:
“Jetpack could not contact WordPress.com: register_http_request_failed. This usually means something is incorrectly configured on your web host.
Operation timed out after 15001 milliseconds with 0 bytes received”

Hosting is on Godaddy Managed WordPress. Spoke with Godaddy support. They believed the next update to 4.5.1 would resolve this issue. Unfortunately, it did not. Steps tried:

Disabled all modules except jetpack and attempt connection: Same error

Switched to default theme: Same error

Disabled and deleted jetpack, reinstalled completely: Same error.
