    I have worked it out… all good. I had not put anything in the policies as I thought each vendor could do their own, but realised that admin needs to have something written there to facilitate this.

    Glad to know that you have found the solution @fleetva. You are right that the admin has to provide the access of policy to the vendors and also admin has to fill some policy details from the backend.
